A Study on the Advocacy Systems in Korea and Japan for the Elderly in Need of Long-Term Care

Abstract
Since the inception of the Long Term Care Insurance in 2008, issues such as providing adequate levels of long-term care services, improving the quality of the services, and promoting user advocacy have attracted considerable interests from the academia as well as practitioners in the field. However, the current policy measures are not sufficient enough to meet these objectives. The purpose of this study is to compare the systems and operations of public advocacy of the two countries for the elderly in need of long-term care. In terms of the systems, we looked into the major institutions, functions and roles of public advocacy with particular reference to the related laws and policies, and in terms of the operations, we cross-examined advocacy activities carried out by various groups in each country. Japan has well-established laws and policies with regard to public advocacy for the elderly in need of long term care, and different groups are working on building up their own advocacy systems, which has significant implications for Korea"s advocacy system. In Japan, even before the inception of the long-term care insurance, various types of advocacy efforts had been undertaken by local governments, and a number of ombudsman activities had been carried out in the private sector. There are now many advocacy groups involved in a variety of advocacy programs in Japan. If Korea follows suit, there will emerge various advocacy groups engaged in a variety of advocacy activities. In this respect, Korea needs to establish an advocacy system that can meet different levels of demands from the elderly on a long-term basis rather than carry out short-term project based activities. This study provides essential data to be used in establishing an advocacy system for the elderly in need of long term care in Korea.
